Biography of the founder
Dr. Mor SECK is an Expert in Organisation, Public Policy, Administration and Management. He has started his professional career as senior Civil Servant with the Ministry in charge of Youth and Sports within which he has assumed very senior responsibilities and as one of the main conceptor of the Youth Insertion Fund (FIJ) in Senegal which has became later in the beginning of the years 2000 the National Fund for Youth Promotion (FNPJ), and, today, the National Agency for Youth Promotion and Employment (ANPEJ) in Senegal.
He has then passed successfully the exam to join the Organisation and Methods Bureau (BOM) and the Delegation of Public Management (DMP) of the General Secretariat of the President Office and the Ministry in charge of Modernization of the State as senior Public Management and Organization Adviser.

He has been appointed as the first Director of the Senegal Distance Learning Centre (Senegal DLC) and the first Secretary General of the Museum of Black Civilizations of Senegal (MCN). Dr. SECK is also a Management Economist, Expert in Monitoring and Evaluation of Public Policies and Programmes, in Development Policy and in State and Public Sector Reform, in Open and Distance Education, in Capacity Development and Reinforcement Policy and in Youth and Socio-educative Activities Policy.
Dr. SECK is a holder of a PhD in Public Management, a Master’s degree in Public Policy and Management, a Master’s degree in Project and Management Development, a Master’s degree in Management and Public Administration, a Postgraduate Diploma in Development Policy and a Master’s degree in Management Economics, from prestigious academic Institutions such as the University of Manchester and the University of Bradford in the United Kingdom, the University of Antwerp in Belgium and the University of Dakar in Senegal.
He is also a holder of several professional Certifications and qualifications in the area of Public Management, Public Administration, Strategic Marketing and Management of Training, Digital Technologies for Education and Training, E-learning, Conception and Development of Media and Training Environments, Technology Transition Management Process, Leadership, Ethics, Professionalism and Change Management, Public and Private Partnerships, from World Bank Institute (WBI) in Washington, DETECON Consulting in the USA, Asian Institute of Management (AIM) in Manila in the Philippines, Management and Coordination Agency (MCA) in Tokyo in Japan, University of Wolverhampton in Telford in the UK, Lewis College of Stornoway in Scotland, Edinburgh Language Foundation in Scotland, International Labor Organization International Training Centre in Turin in Italy, EDITOSIA of the European Commission, University of Penang in Malaysia, KULT/University of Surabaya in Indonesia, NASCOM in Mumbai in India, KULT/American University of Cairo in Egypt, Polytechnic Institute in Windhoek in Namibia, School of the Future of the University of San Paulo in Brazil, Leadership Initiatives Worldwide (LIW) of Australia.
Dr. SECK was, for more than a decade, the President of the Association of African Distance Learning Centres (AADLC), African Branch of the Global Development Learning Network (GDLN) of the World Bank, composed of 15 member countries, anglophones, francophones and lusophones, located in DarEs Salaam in Tanzania and he was as well Board member of the GDLN. He has also been for six years Executive Board member of the African Capacity Building Foundation (ACBF) based in Harare in Zimbabwe.
He has been member of the UNDP Group for Capacity Development to accelerate the MDGs, member of the Editorial Committee for the Africa Capacity Development Report under the leadership of the UNDP, NEPAD and Africa Union, member of the Organization Committee of the Annual International Conference E-learning Africa (ELA) from its first edition in Addis Ababa in 2006, as well as the Annual International Conference ONLINE EDUCA of Berlin since 2008.
Dr. SECK is the author of several academic publications, articles, contributions in the area of Developement and Reinforcement of Capacities, the use of ICT in Education and Training, Public Sector Reform, Modernization and Management. He has participated in several Public Structures organization and study missions in Senegal and in many other African Countries. He is also author of the book entitled « Rethinking Public Policies and Reinventing the State » launched in February 2023 by the Editor l’Harmattan Senegal. He has been part-time lecturer in the University of Dakar (UCAD), at the National School of Administration (ENA), at the African Institute of Management (IAM) and at the West African Polytechnic University (UPOA) in Senegal and has attended as resource person/Expert several National and International Conferences, Congresses, Workshops, Forums, Symposiums, Meetings and is speaking
fluently French and English.
Dr SECK is holding currently the position of Permanent Secretary of the Commission in charge of Monitoring and Evaluation of Public Policies and Programmes (CESPPP) within the President’s Office of Senegal and he has been elected in the local Council of Grand Dakar Municipality in Dakar Region since January 2021. Dr. SECK has been awarded, by three successive Presidents of the Republic of Senegal, the
National Order of Lion, the Senegal highest national honorific distinction for eminent services rendered to the Nation in the grade of Chevalier and Officer and the Senegal Order of Merit in the grades of Chevalier, Officer and Commander for distinguished services rendered to the Nation.
